FGSCAA’s March 2026 Virtual General Meeting marked a significant governance transition in the Association’s history.

The Chairman of the Board of Trustees reviewed the period of BOT-led administration since July 2023, acknowledged the need to restore day-to-day executive authority to an elected Executive Committee, and formally announced the process for the 2026 leadership elections.

The meeting framed the transition as a return to constitutional governance and a move toward stronger institutional continuity.

BOT Reflection on the 2023–2026 Stewardship Period

From Transitional Stewardship to Constitutional Governance

The BOT Chairman reviewed the Board’s stewardship of the Association since 1 July 2023, following the conclusion of the previous Executive administration.

During the period, the Board had focused on stabilising administration, strengthening operational systems, developing institutional frameworks and preserving member engagement.

The Chairman stated that the Association had reached a point where executive authority should return to a duly elected Executive Committee, with the Board of Trustees resuming a more appropriate long-term governance and oversight role.

Constitutional Realignment

Restoring the Intended Governance Structure

The Chairman acknowledged that the BOT had assumed wider operational responsibilities during the transitional period than the Constitution originally contemplated.

He argued that long-term institutional credibility required FGSCAA to move away from crisis-driven arrangements and return to a system in which the Constitution and elected institutions carried primary authority.

Members were encouraged to place confidence in the systems and institutional structures developed during the rebuilding period rather than rely indefinitely on direct Trustee administration.

Election Announcement

2026 Executive Committee Elections Announced

The Chairman formally announced the election process for the Executive Committee that was expected to serve across the 2026/2027 and 2027/2028 financial years.

FGSCAA’s financial year was reaffirmed as running from 1 July to 30 June.

Application Process

Applying for Elective Office

Members in good standing were invited to apply directly for elective office during the announced application period.

Prospective candidates were advised to consult the Association’s Constitution carefully for the duties, eligibility requirements and disqualification provisions applicable to each office.

Candidates were expected to apply for only one position.

Campaign & Electoral Standards

Supplementary Election Guidance

The Chairman informed members that supplementary election guidance would address eligibility verification, office responsibilities, campaign conduct, prohibited practices, dispute resolution, vote counting and result announcement procedures.

The electoral process was intended to emphasise fairness, accessibility, constitutional compliance and institutional credibility.

Institutional Principle

FGSCAA’s long-term strength should rest in its Constitution, elected institutions, records and systems rather than in permanent dependence on any individual officeholder or governing group.
